 Mental Healthcare Act 2017


"The purpose of this act is to provide mental healthcare and services for persons with mental illness, and to protect, promote, fulfillment of rights of such persons during healthcare period".

What is Mental illness?
Given in clause (s) of sub-section (1) of Section 2 of the said Act:
"A substantial disorder of thinking, mood, perception,
orientation or memory that grossly impairs judgement, behaviour, capacity to recognise reality or ability to meet the ordinary demands of life, mental conditions associated with the abuse of alcohol and drugs, but does not include mental retardation which is a condition of arrested or incomplete development of mind of a person, especially characterised by subnormality of intelligence".

Provision of Act-
Right to live with dignity- within community and society and family, protection from degrading treatment, treatment equal to persons with physical illness, relevant information concerning treatment, take care of confidentiality, right to access their basic medical records, right to personal contacts and communication, right to legal aid and recourse against deficiencies in provision of care, treatment, and services. Etc..

is getting much importance today, to talk freely about Mental health and to spread awareness as people are spreading awareness on physical illness. So that people get more aware about issues on mental health be ridden of it.
Newly India leads in daily coronavirus cases reporting and has the second-highest number of cases globally.
In the midst of a pandemic, accompanied by menace, there is an alarming rate of cases in suicide in this 2020, in India and world.
The differentiating rate of suicidal death and viral death are recorded by each of the States. Topmost in list including farmers suicides Maharashtra appears with highest rates of suicide.
As this pandemic 'COVID 19' had
out broken Central Government imposed hurriedly Lockdown to save nation.

Aftermath

There were losses of Salary, losing job, deficit in economic interests e.t.c., grief stricken daily wage earners, Labour Ministry has released advisories for saving lakhs of lives.
Work from home: If its promoted, do you empathize even your servants? Who will than do it for far from your known people,

A bare income to feed a family of 2 persons to many, or not or having scope farther than it are simply not allowed to rest, the phenomenal word for losses in Work or earnings, these people are already burdened due to less equipments of saving themselves, how could they have lived such a tough phase?

Instead of this all we have seen much more reasons of people for suicide from eras. But the Most prominent ones, which need immediate attention are-
• Farmer's suicide
• Student's suicide
World Suicide Prevention Day is observed globally today, in order to reiterate worldwide commitment to prevent suicides. It aims to generate awareness that suicide can be prevented through various activities and awareness programmes. Encourage more people to join this campaign to spread awareness and trust in people so they can talk about their mental health.

Talking about farmer's suicide, firstly.

Farmer's suicide

With 70% of rural households still depend primarily on agriculture for their livelihood, and 82 % of farmers being small and marginal. Still Indian farmers are underrated in terms of getting benefits, agriculture, with its allied sectors, is the largest source of livelihoods in India, which produces Rice and Wheat at large. Our staple food.
Pulses, sugarcane, cotton, vegetables, fruits, dry fruits, other grains and spices are produced and exported too.
Sometimes in urgent need of purchasing seeds, tractors, for proper cultivation or for cash crops. Farmers fell to debtors clutch. And when they get failed to pay debts and threats from debtors.

Inconstancy of nature -

When compared to other developing economies, Indian agriculture heavily depend on monsoon, limiting crop diversification to a great extent.
Thus risks include weather, a week monsoon or even a delayed monsoon, poor soil fertility, pests, and plant diseases, perishability of crops etc. are the major causes for the agrarian distress in India.
Further, climate change and global warming cause frequent events of drought and flood which further add to their woes.

Land Fragmentation -

There is a huge pressure of population on land led to a low land-man ratio in rural areas.
The landlessness and the existence of marginal farming households are the results of decades of land fragmentation initiated after independence.
• Fragmented land holdings result in low productivity and hinder infusion of technology and new farming techniques.
• Marginal farmers lack the resources to either buy or lease more land or invest in farm infrastructure to compensate for the scarcity of land.
 
Rising Agricultural costs-

Despite subsidies on power, fertilizers etc. input costs have been rising faster than sale prices, squeezing the meager income of the small farmers and driving them into debt.
• In addition to this, hiring labourers and animals has become expensive and the fixed costs associated with agricultural equipment like tractors and submersible pumps has also been on the rise.
• Small farmers don't get enough profit by transporting the crop to government corporations in towns. Most farmers prefer cash crops such as cotton.
• However, they don’t realise that the input costs of such crops are very high. If the crop fails, it causes a huge agrarian distress. Moreover, as agricultural prices rising, the rural wages are depressed resulted in rural distress causing migration towards cities.



Lack of institutional credit -

The National Crime Records Bureau (NCRB) reports clearly underlines that indebtedness is the single largest cause of farmers’ suicide.
• By not getting access to institutional credit, they move towards informal moneylenders who demand exorbitant interest rates and consequently the farmers end up with huge debt.
• Costly social ceremonies and health expenses, which are not part of regular household expenditure, also force the farmers to borrow especially from informal sources.




Farmer's Bill 2020

"The three farm bills were earlier introduced as ordinances by the government in, 2020 June. The three ordinances were — The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020, The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020 and The Essential Commodities (Amendment) Ordinance, 2020".

The farm bill 2020 aims to enable farmers to engage with agri-business companies, retailers, exporters for service, and sale of produce while giving the farmer access to modern technology

It also aims to benefits the small and marginal farmers with less than five hectares of land. The Bill also will remove items such as cereals and pulses from the list of essential commodities and attract FDI.

Cons of farm bills-

The farmers say that they are apprehensive about getting Minimum Support Price (MSP) for their produce and also concerned about the upper hand of the agri-businesses and big retailers in negotiations.

Moreover, it may lead to reduce the benefits of small farmers as companies will dictate the price.

Hence, this varies from one farmer to another and person to person. Analysed all the pros and cons before coming to a conclusion of supporting or opposing the farm bill 2020.
